The government supported the bill banning the use of Russian programs: what does it mean for business?

On August 19, 2024, the Verkhovna Rada of Ukraine adopted an important bill introducing a ban on the use of software of Russian origin. This step is another confirmation of Ukraine’s desire to protect national security, information space and economic sovereignty. The ban covers not only Russian programs, but also their clones re-registered in the EU countries.

Why is this important?

Ukraine has been fighting on the cybersecurity front for several years. The use of software developed in Russia poses a significant threat to Ukrainian enterprises and government agencies. This is not only a matter of espionage or interference in the internal affairs of the country, but also the risk of economic losses due to possible cyber attacks. The prohibition of the use of such programs is a step towards strengthening security and stability in the country, as well as an important signal to the international community about Ukraine’s determination to protect its national interests.

What does the bill provide?

The new bill provides for a complete ban on the use, distribution and support of Russian software in Ukraine. This applies to both the public sector and private enterprises. The main provisions of the law include:

Software verification: Government agencies and private companies are required to audit the software to identify Russian products and replace them with safe alternatives.

Switching to alternatives: In case of detection of Russian software, users should stop using it and switch to other solutions. The law sets clear deadlines for this transition, which allows companies to adapt to new conditions.

Sanctions for violation: For failure to comply with the requirements of the law, serious sanctions are provided, including fines and even the possibility of terminating the activities of enterprises that will continue to use prohibited software.

Which companies and products have been sanctioned?

Among the companies and software products that can no longer be used in Ukraine, it is worth highlighting:

CRM-systems: AmoCRM, KommoCRM, Bitrix24, Megaplan, Yclients, Leadvertex and others.

Accounting systems: 1C, BAS, UA-Budget, My Warehouse, My Business.

Asset accounting systems (EAM/CMMS): 1C TOIR.

End-to-end analytics solutions: Calltouch, Roistat, Utmstat.

The prohibition of these products creates a serious challenge for Ukrainian companies that used them in their activities. At the same time, this opens up the possibility of switching to more reliable, safe and modern solutions.
