A Unified Digital Logistics Management System Based on SAP Launched in the Armed Forces of Ukraine

The Ministry of Defence of Ukraine has officially transitioned the SAP-based digital logistics management system to permanent operation.
The solution is now fully deployed within the Armed Forces of Ukraine for centralized logistics management, defence procurement, and financial accounting.

The completion of the pilot phase confirms that the system has received all required approvals, passed reliability and security audits, and is supported by stable technical support, cybersecurity mechanisms, and regular updates.

In practical terms, this marks the creation of a unified digital resource management ecosystem – from the strategic level of the Ministry of Defence down to individual military units. The system automates key processes, reduces the human factor, minimizes bureaucracy, and ensures real-time transparency of resource management.

ERP Approach Aligned with NATO Standards

The technological foundation of the solution is the SAP platform – a global standard in resource management used by more than 90% of NATO member states’ armed forces. The ERP approach makes it possible to consolidate data from multiple logistics domains into a single system, keep it up to date, and support decision-making based on reliable analytics.

The system enables the Armed Forces to:

• view actual resource availability in real time;
• track the movement of resources between units;
• plan supply and procurement activities;
• control financial transactions and expenditures;
• improve control and predictability of logistics processes.

Scale of Deployment

More than 1,000 military units are currently connected to the logistics management system. It covers key areas of military supply at both strategic and operational levels, including:

• unmanned aerial systems;
• ground weapons systems;
• close-combat equipment;
• electronic warfare equipment;
• communications systems;
• fuel and lubricants;
• clothing, medical, and engineering supplies;
• food provisioning.

A separate critical component is the full automation of defence procurement and financial accounting processes, ensuring control and transparency at every stage of resource movement.

Validation in Real-World Conditions

Development and implementation of the system took approximately three years. During this period, the solution was tested using real data and under combat conditions. Particular attention was given to validating mission-critical processes – from weapons accounting and distribution to financial operations and information security.

The system successfully passed load and stress testing, demonstrating resilience to failures, high workloads, and the ability to recover quickly.

Digital Transformation as a Strategic Direction

The launch of the system coincided symbolically with the anniversary of the establishment of the Defence Resource Management Process Transformation Center – a Ministry of Defence unit responsible for the development, implementation, and adaptation of digital systems.

The transition to full-scale operation became possible thanks to coordinated efforts of the Ministry of Defence, the General Staff of the Armed Forces of Ukraine, branch and service commands, as well as IT teams and network specialists. This cooperation made it possible to adapt the ERP system to the real needs of the military.

Further functional expansion is planned through the introduction of new modules and management tools. This lays the foundation for unified defence resource management rules, increases process transparency, and accelerates operations across Ukraine’s entire security and defence sector.
