Legislative Changes: Ukraine Moves to Ban “Hostile” Software

On October 23, 2025, the Verkhovna Rada of Ukraine registered Resolution No. 13505/P on adopting the draft law “On the Prohibition of the Use and Distribution of Hostile Software Products.”

The bill aims to protect the national information space and restrict the use of software developed or controlled by the aggressor state.

Key provisions of the bill:

• Complete ban on the use of software connected to the Russian Federation; 
• Establishment of a public registry of prohibited software products;
